Bill C-275, An Act to amend the Health of Animals Act (biosecurity on farms) – popularly known as Federal Ag Gag - has passed the House of Commons and is currently making its way through Senate.

This Private Member’s Bill seeks to “amend the Health of Animals Act to make it an offence to enter, without lawful authority or excuse, enter a building or other enclosed place in which animals are kept, or take in any animal or thing, their entering such a place or taking in the animal or thing could reasonably be expected to result in the exposure of the animals to a disease or toxic substance that is capable of affecting or contaminating them. Basically, if passed, this bill proposes harsh penalties for individuals that “trespass” on farms to expose animal cruelty.

Ag gag laws impede animal protection in this country. Humane Canada does not support actions that threaten farmers, their families, the animals on their farms or public safety. However, we are greatly concerned about any measures that reduce transparency and accountability in the farming system because these will lead to an increase in situations in which farmed animals are vulnerable to harm.

What is needed is increased transparency, accountability and oversight. It is time for a new system of agriculture - one that respects the animals, the people and the earth. By evolving our system of food production to one that is humane and environmentally sustainable, we can reflect the One Health and One Welfare approach.
