A new beginning for animal welfare?

The most recent developments include the enactment of two federal legislations aimed at prohibiting cosmetic testing on animals and gradually phasing out their use in chemical toxicity testing.

On June 13, 2023, Bill S-5, which introduced amendments to The Canadian Environmental Protection Act, received royal assent. This legislation outlines a roadmap to eliminate toxicity testing on animals by 2035, a commitment made by the Liberals during the previous federal election.A mere week later, on June 22, 2023, Bill C-47, known as The Budget Implementation Act, was successfully passed into law. This bill includes provisions that ban cosmetic animal testing and trade, a practice strongly criticized by federal Health Minister Jean-Yves Duclos as "cruel and unnecessary." The legislation prohibits the sale of cosmetics that rely on new animal testing data for establishing product safety, as well as false or misleading labeling regarding testing, including imported products.
