Mulick recently informed Ontario lawmakers about this concerning trend, prompting calls to strengthen the new Preventing Unethical Puppy Sales (PUPS) Act. Mulick noted two recent cases in Brampton where breeders abandoned puppies in a deliberate attempt to avoid responsibility. The Ontario SPCA reports a 16% increase in intakes this year, largely due to breeders and pet owners unable to care for their animals. Advocates are pushing for breeder registration and licensing to improve oversight and reduce the strain on shelters. The PUPS Act, which aims to combat harmful breeding practices, introduces penalties for puppy mills, but lacks provisions for breeder registration.
