Humane Canada Successfully Champions Inclusion of Animals in Coercive Control Legislation
In a momentous achievement for animal advocacy, Humane Canada has successfully championed the inclusion of animals in Canada’s coercive control legislation. This historic amendment passed by committee on March 18th not only highlights the connection between human and animal violence but also provides crucial protections for both.
Humane Canada took a significant step by addressing Parliament, advocating for the recognition of animals within the scope of coercive control laws. This form of abuse, which can be psychological and emotional, often involves the manipulation and harm of pets to exert control over human victims. Our heartfelt initiative was met with an incredible show of support, with over 6,500 messages from concerned citizens directed to their MPs and federal decision-makers.
On February 26, 2024, our CEO, Barbara Cartwright, made a compelling case before the House of Commons Justice and Human Rights Committee, emphasizing the unique vulnerabilities faced by survivors of coercive or controlling conduct and their children, who often remain in dangerous situations out of concern for their animals. The emotional bond between victims and their pets is frequently exploited by abusers as a means of control, making both humans and animals more susceptible to abuse. Moreover, animals have been particularly vulnerable due to a criminal justice system that has historically overlooked their mistreatment within the context of domestic violence.
