A 20-year-old Winnipeg man has been charged with animal cruelty, resulting in the seizure of two dogs in his care, after he was spotted mistreating the animals in the Central Park area, according to police.
Police officers received a report of the man "repeatedly and violently" pulled on one of the dog's leashes as he walked them in the area around 2 p.m. Friday.
