Victory for Animal Welfare: Celebrating the Passage of Bill C-84 and the Closure of Canada's Bestiality Law Loophole


On June 21, 2019 Humane Canada celebrated the passing of Bill C-84, which effectively closes a significant loophole in Canada's bestiality laws, marks a pivotal moment in our ongoing advocacy for comprehensive animal welfare legislation.

For too long, the definition of bestiality in Canadian law was narrowly construed to require penetration, leaving a broad spectrum of exploitative acts without criminal consequences. This oversight was glaringly apparent following a 2016 Supreme Court decision that spurred a national conversation on the need for legislative clarity and expansion.

Through persistent efforts and collaboration with lawmakers, Humane Canada has played a critical role in advocating for a redefinition of bestiality to include "any contact, for a sexual purpose, with an animal." This broader and inclusive definition is a significant victory in our fight against animal abuse and reflects a more humane and just treatment of all creatures.

Bill C-84 also introduces stronger measures against animal fighting and ensures that individuals convicted of bestiality are listed on the National Sex Offender Registry. This is a crucial step forward, as numerous studies have demonstrated a clear link between cruelty to animals and violence towards humans. By addressing both, we not only protect animals but also enhance the safety of our communities.
